Risk Management Practices and Internal Controls

SWDA submits an annual report after the end of each financial year to the Minister of Manpower. SWDA's full-year financial results are reported to the SWDA Board and included in SWDA’s Annual Reports, which are published on SWDA's corporate website.

SWDA’s internal control system ensures that assets and resources are safeguarded, and that the risk management, control measures and procedures are adequate and effective. It also ensures compliance with established policies and regulations, proper maintenance of accounting records and reliability of the financial statements.

The risk items and mitigation measures are monitored regularly by the SWDA Management and reported to the Audit and Risk Committee (ARC) and the SWDA Board. The SWDA Management is responsible for reviewing and monitoring the effectiveness of internal controls to safeguard SWDA’s interests, and will evaluate the need to implement other internal control policies from time to time, to ensure compliance with all regulatory and statutory standards.
The Internal Audit Division (IAD) is an independent function that reports directly to the ARC and administratively to SWDA’s Chief Executive.  It provides reasonable assurance to the ARC and SWDA Management by evaluating the reliability, adequacy and effectiveness of internal controls, risk management and governance processes, as well as compliance with established policies, procedures and regulatory requirements. It adopts a risk-based approach as its key audit assurance practice, and the results of audits and recommendations for control enhancements are promptly communicated to SWDA Management.

All SWDA staff must adhere to high standards of professional integrity and personal conduct.  They are to avoid placing themselves in matters where a conflict of interest may arise and are to declare these types of situations to their supervisor. SWDA staff are also subject to provisions of the Official Secrets Act.

To reinforce SWDA's commitment to a culture of integrity and transparency within the organisation, SWDA has in place a whistle blowing policy and reporting mechanism to facilitate the reporting of fraud and wrongdoing of staff (see section on Whistle-Blowing).
