Redesigning Procurement and HR Roles for Better Productivity: HSC Pipeline Engineering
With over 30 years of experience in pipeline construction for Singapore’s gas, water, telecom and power sectors, HSC Pipeline Engineering Pte Ltd recognised that staying competitive meant investing in both technology and people. This prompted the company to embark on a workforce transformation journey to optimise operations and strengthen its human capital practices.>
The Challenge
HSC Pipeline assessed that its Procurement and Human Resource (HR) functions were constrained by manual processes and unclear job scopes. These limitations not only affected productivity, but also restricted employees' career development opportunities.

The Solution
HSC Pipeline redesigned three job roles: Procurement Manager, HR Manager and HR Executive. The job redesign focused on integrating digital tools and expanding job scopes to include higher-value responsibilities such as strategic planning and business partnering.

To ensure a smooth transition, the company reskilled impacted employees through Career Conversion Programmes (CCP) to equip staff with competencies needed for their enhanced roles.
The Impact
The transformation yielded clear benefits:
- The Procurement Manager now uses an Enterprise Resource Planner (ERP) for data-driven sourcing decisions
- HR roles evolved from administrative-heavy tasks to strategic business partnering, including workforce planning and training
- Employees gained multi-skilling opportunities and clearer career progression pathways
“Redesigning jobs enabled our employees to expand their skillsets and gain confidence in taking on higher-value responsibilities,” said Managing Director Shane Shi, adding: “WSG supported us through the process, and as a result, we have seen increased productivity, with our teams benefitting from clearer pathways for career growth.”
HSC Pipeline’s transformation illustrates a business truth: companies that invest in redesigning roles and developing their people do not just solve operational challenges – they create competitive advantages. By elevating their employees’ capabilities, and with it, their career prospects, HSC Pipeline has built a more resilient organisation – one where valuable team members can see and seize genuine growth opportunities.
